Define community

Over the last few days I've talked to people who say Park and Recs commission should do more for the community. So how do we define community? Let's assume for a moment that any resources we generate are placed in a pot labeled "community." Now what? Who get's what and why? Our town is small. Everyone knows each other. Every few weeks locals gather around and talk about new people seen in town. Do we consider these new people community members? Should we create a community registry? What do people think of when they say community and how are members identified?
